This item is a vintage 1986 Mel Appel 'Weird Ball' Collectums figure, identified as the character Sludgehead. This small, soft rubber figure was part of a series of parody monster toys released in the mid-80s, similar in spirit to Madballs or Garbage Pail Kids.
